To obtain excellent paving strength and durability in a short time by incorporating a copolymer emulsion (A) of carboxyl group-contg. vinyl monomers, silyl group-contg. vinyl monomers and vinyl monomers copolymerizable with these monomers, and water-soluble silicate (B) in a specified compounding ratio.

This compsn. contains a component (A) and a component (B) in 1:10 to 10:1 solid weight ratio of (A):(B). The component (B) is expressed by general formula of M2O.xSiO2, wherein M represents alkali metals belonging to the group IA in the periodical table and x ranges from 2.0 to 7.5. In the component (A), vinyl monomers copolymerizable with carboxyl group-contg. vinyl monomers and/or silyl group-contg. vinyl monomers preferably contain (meth)acrylates, styrene or its derivs. The compsn. may contain cement and/or filler and/or gelating agent and/or water.
