The control part 11 includes a CPU 111 outputting reference voltage information; a reference voltage generation part 112 storing the reference voltage information and generating a reference voltage Vref0 on the basis of the stored information; a comparator 116 comparing a comparison voltage Vs corresponding to the output current Io or the output voltage Vo with the reference voltage Vref0; and a control signal generation part 115 generating a control signal having a logical value corresponding to a comparison result of the comparator 116.
