To provide a technology for controlling a thermally sensitive circuit with higher precision, by obtaining information about which circuit consumes power to what extent.
When an operation code is not an ALU operation code, a decoder 6a causes an ALU power evaluation counter 7a to carry out count operation. That is, the ALU power evaluation counter 7a counts the case where the operation code is not an operation code to actuate an ALU 5a. An output of the ALU power evaluation counter 7a is multiplied by a predetermined number by a multiplier 14, and the result of multiplication is supplied to an adder 10. The adder 10 adds results of the multipliers 14 to 16, and the result of addition is stored in a total power evaluation register 11. As the value stored in the total power evaluation register 11 is smaller, the calorific value becomes greater. Therefore, a DRAM refresh control circuit 12 shortens the refresh cycle so as to frequently refresh a DRAM 13.
