PROBLEM TO BE SOLVED: To provide a sensing error correction device, a system, a method, and a program for lessening an error of observed value data with a filter.SOLUTION: A sensing error correction device 20 includes: an information reception unit 21 which receives location information and attribution information from a mobile terminal device 10; a correlation information management unit 22 which generates correlation information evaluating a probability of existence of an owner of the mobile terminal device who has attribution information for a specific location according to the attribution information and the location information; and a filter execution unit 23 which calculates an adjusted value using the correlation information and the location information.SELECTED DRAWING: Figure 1
