An external semiconductive layer of a water crosslinked polyethylene insulating power cable which has an internal semiconductive layer, a water crosslinked polyethylene insulating layer, an external semiconductor layer and a jacket layer formed on a conductor from inside to outside is formed of a separative semiconductive water crosslinked resin composition consisting of specified amount of (a) specified ethylene-vinyl acetate copolymer, (b) specified polypropylene, (c) specified organopolysiloxane, (d) carbon black, (e) unsaturated alcoxysilane, (f) organic peroxide, and (g) silanol condensed catalyst, and the water crosslinked polyethylene insulating power cable is manufactured by using the resin composition.
