To enable a CDMA mobile communication system which uses a repeater to decide whether a mobile device is present in the service area of the repeater or in the service area of a wireless base station.
A propagation delay-propagation loss table in which an area 45 which is predicted to include the relation between propagation delay and propagation loss when the mobile device is present not in the service area of the repeater and an area 46 which takes into consideration control delay due to the repeater and a power gain for the area 45 are preliminarily set is preliminarily stored at the wireless base station. The wireless base station decides that the mobile device is present in the service area of the wireless base station when the relation between a propagation loss value reported from the mobile device and calculated propagation delay is included in the area 45 and also decides that the mobile device is present in the service area of the repeater when the relation is included in the area 46.
