To provide a service well which is usable during and after works such as the construction of an underground structure and not damaged even if a horizontal load due to an earthquake acts thereon and also provide a method of constructing the service well.

This service well 1 includes: a column pipe 7 for collecting and lifting underground water; a filter part 11 installed around the lower end of the column pipe 7 and filled with sand allowing the underground water to pass therethrough; a water cutoff part 8 formed by filling the upper part of the filter part 11 with a water cutoff material; and a damping part 9 formed by filling the upper part of the water cutoff part 8 with a damping material. The column pipe 7 extends through the inside of a guide pipe 6b for drilling a well and reaches a sand layer 4.
