A management computer 21 receives a settlement request including the identifier of a person in charge, and extracts a regular authorized person and a substitutive authorized person being a high rank person on the basis of the identifier of the person in charge, and specifies the regular authorized person or substitutive authorized person who is able to respond as a settler from among the extracted regular authorized person and substitutive authorized person. Then, the management computer 21 transmits the settlement instruction to a regular authorized person terminal 32 or a substitutive authorized person terminal 33 of the specified settler.
