PURPOSE: To form a setting bag for blocking the seashore or reclaiming the seaside by filling the settling bag with sand and water in the sea at the same time through sand inlets by a sand suction ship, discharging the water to the outside of the settling bag from water discharging ports, and closing them after the settling bag is filled with sand.

CONSTITUTION: A plurality of sand inlets 11 and water discharging ports 12 are provided to the end of a settling bag 10, and the sand inlets 11 and water discharging ports 12 are connected to sand inlet pipes and water suction pipes through sand suction of a sand suction ship. The water discharging ports 12 are covered with sand stopping nets, and since earth and sand conveyed to the inside of the settling bag 10 is prevented from being discharged from the settling bag 10, the settling bag 10 can be filled with earth and sand.
