This shaft seal for a rotary machine for sealing the rotary shaft and a casing 21 surrounding the rotary shaft is constituted of a seal ring 23 supported by the casing 21, so as to surround the rotary shaft 1, a plurality of seal fins 25 mounted at mutual intervals on the internal surface of the seal ring 23 for forming a labyrinth seal, a pair of holders 27 and 29 located between the adjacent seal fins 25 and provided on the seal ring 23 and the plurality of thin plates 9 which are supported between the holders 27 and 29, are mutually disposed in the circumferential direction at narrow intervals and have inner ends contacting the external surface of the rotary shaft 1 by being inclined with respect to the external surface.
