To improve maintainability of a shaft seal for restraining leakage of gas from a shaft housing part under a high-temperature environment.
A shaft seal 4 comprises: a seal part whose inner peripheral surface is in contact with or opposed to the outer peripheral surface of a shaft 2 serving as a rotating body; and a housing 6 that can be housed in and removed from a valve casing 3 serving as a cabinet for housing the shaft 2 and that houses the seal part inside. The housing 6 comprises: a housing body 11 that houses the seal part inside; and a flange part 10 that has a fixing surface 10b protruding outward from the base end part of the housing body 11 and orthogonal to the axial direction of the shaft 2. The fixing surface 10b is provided with a fixing surface seal body 13 in contact with the valve casing 3.
