A shaving cutter 1 in use is a cutter where the coat, practically having composition of (Ti(1-x)Alx) (NyC(1-y) (NyC(1-y)) (provided that 0.2≤x≤1.9, 0.2≤y≤1.0), is coated on a tooth surface 4 by at least one layer. By this coating, Al in a coating coat is temperature-increased by cutting heat, consequently is oxidized by air to form an oxide film, having high-abrasion resistance, on the surface of the coating coat, thereby making the shaving cutter 1 unabrasive. The surface roughness of the tooth surface can be made a practical 3 μm Rmax degree, by finely cutting the tooth surface of a work piece by dry cutting, through the cutting blade 6 of the shaving cutter 1.
