PURPOSE: To cut strap plate at a low cost and certainly by use of a simple device composed of a cutting blade, pinch rolls, and three (3) bending rolls.

CONSTITUTION: A strap plate 1 is pinched with the cutting blade 4 provided to a roll 2 and a first receiving member, i.e., roll 3 and scratched. Then, the projection 8 provided on a roll 7 is pushed up to the direction opposite to the scratch at a scratched section between the second receiving members, i.e., rolls 5 and 6 provided directly behind the roll 2 and the projection 8 to separate the strap plate 1 from the scratched section. This constitution makes clearance or lapping control and complicated mechanisms unnecessary, facilitates the device, makes it cost low, and allows it certain cutting.
