To provide a sheathing concrete panel for forming an external wall of a building by the dry construction method, which is lighter in weight, excellent in heat insulating effect, and prevents occurrence of dew condensation between a sheathing material and a heat insulating material.

The sheathing concrete panel is formed by laminating a concrete substrate (1), the heat insulating material (2), and the sheathing material (3) on each other as essential component elements. Then, a venting space forming material (4) is interposed between the heat insulating material and the sheathing material, and therefore the sheathing concrete panel having a venting space formed therein is obtained. As the venting space forming material, a corrugated plastic board or a three-layer plastic cellular sheet is employed.
