PURPOSE: To prepare the subject sheet having water permeability and light screening properties, capable of being laid at any place, by bonding surface cloth of woven or knitted fabric in a specific state to a high-density plain weave sheet material with a rubber-based binder.

CONSTITUTION: A high-density plain weave sheet material 1 is bonded to surface cloth 3 of woven or knitted fabric having void parts 2 with a rubber-based binder (rubber-based emulsion latex) in a state of laying a flame-retardant granular inorganic material 4 (fine sand, calcium carbonate, etc.) between the material and the cloth and in the void parts 2. The whole sheet surface is made flame-retardant by the flame-retardant granular inorganic material and permeates rainwater but can control germination of weeds.
