PROBLEM TO BE SOLVED: To provide a sheet processing device and an image forming apparatus capable of restraining a sheet conveyance rotor and a sheet loading member from being damaged over time while downsizing the device and reducing the cost.SOLUTION: The sheet processing device includes: a sheet loading member for loading sheets; an end alignment member with which one end of each of sheets placed on the sheet loading member comes in contact, to be aligned; a sheet conveyance rotor provided rotatably around a rotation axis, for conveying the sheet so as to make one end of the sheet placed on the sheet loading member come in contact with the end alignment member; sheet bundle processing means for performing predetermined processing on a sheet bundle composed of multiple sheets one end of each of which is aligned; and discharge means for discharging the sheet into a predetermined discharge spot. The sheet processing device further includes drive means for driving the sheet discharge means and the sheet conveyance rotor, and the sheet conveyance rotor is provided facing the sheet loading member, so as not to come in contact with the sheet loading member, at a conveyance capable position where the sheet conveyance rotor can come in contact with the sheet placed on the sheet loading member, and convey the sheet.
