PURPOSE: To simplify the procedure of replacing each roll to shorten the operating time by bringing first and second pressing parts for pressing and fixing a feed roll and a winding roll to the opened state by means of a loading and unloading means.

CONSTITUTION: In order to load and unload a feed roll 2 and a winding roll 3 at the time of replacing them, the fixed state is released by sliding a loading and unloading means 10 to restrict energizing forces of energizing members 9a, 9b. The state is a state where the feed roll 2 and the winding roll 3 are placed on first and second holding parts 5a, 5b and first and second supporting parts 7a, 7b, the rolls are removed while they are in the released state, and new rolls 2,3 are then loaded.
