A sheet with a movable contact includes a substrate 10, a foam layer 20 (expansion layer) formed on the substrate 10, an electrode 30 formed on the foam layer 20, and an adhesive layer 40 formed outside of the foam layer 20 and the electrode 30 on the substrate 10. The foam layer 20 is expanded by heating to contact separated wiring layers 54, 56, thereby effecting a conduction between the wiring layers 54, 56.
