PURPOSE: To provide a ship fixing and posture controller for conducting cargo handling of a ship safely and promptly by minimizing rolling of a hull due to wind and waves, a change in a relative height between the hull and a quay wall due to a change in a tide level, a draft change due to a change in loading weight or the like.

CONSTITUTION: This ship fixing and posture controller is provided with two pairs of right and left bags 1a, 1b, 1c, 1d which are disposed respectively just below the front and rear of a bottom shell of a ship on the berth along a sea bottom in contact with a quay wall, and expand and contract by feeding and discharging fluid, and a fluid feed and discharge pipe system 8 which is laid on the sea bottom in contact with the quay wall and feeds and discharges fluid to/from the respective bags 1a-1d. It is thus possible to raise the ship bottom of the ship to a required height by expanding the respective bags 1a-1d at the time of cargo handling work.
