The shock absorbing device 1 is equipped with: sealing members 15, 16 which are elastomers, are provided circumferentially along the piston 11, and slides in an inside surface of the cylinder 10; and an elastic friction varying member 17 which has larger rigidity than the sealing members 15, 16 and is arranged circumferentially along the sealing members 15, 16, and besides contacts with the sealing members 15, 16 in a variable contact force.
