In this shutter device forming at least a part of the shutter curtain by connecting a plurality of panels bendably, an upper rail 27 and a lower rail 28 are provided above and below a panel body 26, and the upper rail and the lower rail can be bendably connected. A side frame 29 is attached over the upper rail, the panel body, and the lower rail at an end of width of the panel body. An upper part of the side frame is engaged with the upper rail, and a lower part is engaged with the lower rail.
