PURPOSE: To provide a shuttering for forming a pre-fab concrete panel wherein a concrete panel can be easily formed, it can easily cope with change of arrangement of a joint bar and an electric cable, and it can withstand service for a long time.

CONSTITUTION: An almost horizontal base 2, and a side wall member 3 which is disposed in upright on the base 2 in a shape of a pre-fab concrete panel fringe, are provided. A step part 5 wherein a part in a height direction of the side wall member 3 is inflatedly projected inside a shuttering is provided in a longitudinal direction of the side wall member 3 on its inner surface. A plurality of pieces of a projected part 6 which crosses a rise up surface of the step part 5 and expands from a convex part to a concave part by the step part 5 are provided at intervals in a longitudinal direction of the side wall member 3 on its inner surface. Then, a through hole 7 capable of being blockaded through which a reinforcing bar or an electric cable pierces each projected part 6 is provided to the step part 5.
