To efficiently reduce noise from a regulating valve for reducing a pressure of gas, and regulating a flow rate of the gas.
There is provided a silencing and pressure-reducing device in which a cylindrical diffuser 2 having a large number of holes 3 is inserted in a container 1 forming a silencing space therein while a sound absorbing material 9 is internally provided, gas flowing in from an upstream side of the diffuser 2 is pressure-reduced and regulated by a regulating valve 10, and the gas is emitted into the silencing space of the container 1 via the holes 3 in the diffuser 2, and allowed to flow outside to a downstream side from the container 1. In the regulating valve 10, a sleeve-shaped valve element 11 is inscribed or circumscribed with the diffuser 2, the valve element 11 is driven in the axial direction of the diffuser 2 to open/close the holes 3, and the gas is pressure-reduced and regulated. The regulating valve 10 is integrated with the diffuser 2, accommodated in the container 1, and surrounded by the sound absorbing material 9. Thus, noise can be reduced while attaining space saving with simple structure.
