PURPOSE: To provide the silent cell abandoning communication system with which the utilization efficiency of a line can be improved in the case of voice communication through an ATM network.

CONSTITUTION: A silent cell abandoning device 3d is provided on the next stage of a cellular device 3b at a transmission side exchange station 3, and a VOX control signal to be transmitted by a mobile station 1 is pulled into this silent cell abandoning device 3d. Thus, the silent cell abandoning device 3d discriminates a silent cell based on the VOX control signal and abandons the silent cell. On the other hand, a silent cell reproducing device is provided at a reception side exchange station not shown in the figure, this silent cell reproducing device counts the reception interval of cells and when the counted time exceeds prescribed time since the silent cell is abandoned on the transmission side, the silent cell is reproduced and inserted to a cell stream to be transmitted to the next stage.
