To provide a simplified writing device for entrance and a simplified writing program for entrance capable of writing right information, unique to an in-vehicle device, to a storage medium to be set and used on the in-vehicle device even when the entrance system of an electronic toll collection system (ETC) cannot read the information, unique to the in-vehicle device, from the in-vehicle device.
The simplified writing device for entrance 13 has: an acquisition means to acquire information unique to the in-vehicle device corresponding to the information unique to the vehicle read by reading means 11, 16 to read the information unique to the vehicle from a license plate of a vehicle 31 by referring to a database associating the information unique to the in-vehicle device with the information unique to the vehicle of the vehicle 31 equipped with the in-vehicle device with the information unique to the in-vehicle device for management; and a writing means to write the information, including the information unique to the in-vehicle device acquired by the acquisition means and the information unique to the entrance stored in advance, in a storage medium 45 to be set and used on the in-vehicle device in the electronic toll collection system.
