To provide a device and a method capable of constructing a system model in which connection between component modules is not restricted.
A simulator construction device 20 comprises: a processing unit 38 which allocates and connects component modules in accordance with information received from input means 22; a processing unit 39 which determines a type, a number and order of the allocated and connected component modules; a processing part 40 which refers to source generation rule information 33 including a component basic source program 32 in which a type of a component module is associated with source code corresponding to the type, and information about protocol setting of the component module, and generates source code of each component module individually; and a processing unit 41 which refers to assembling rule information 34 including information for controlling any one of the component modules and information for communicating with each component module using the same protocol of the component module, and assembles source code of a main module which controls the component modules.
