When a hydrofluoroether and a water-containing skin external preparation are used in combination with an alkyl-modified carboxyvinyl polymer and a cellulose-based water-soluble polymer, emulsification can be easily achieved without using special equipment such as a high-pressure homomixer, and the obtained skin external preparation has good storage stability and can maintain good viscosity in the form of gel. Incorporation of at least one kind selected from an amphoteric surface active agent and an anionic surface active agent enables formation of a skin external preparation for rinse, and when the skin external preparation for rinse is applied to the skin and left to stand, a new use feeling of lathering is exhibited and a moisturizing feeling after rinse of the skin external preparation is good.
