A coil spring 30 comprises a cylindrical part 31 and a truncated cone like spreading part 32. The cylindrical part 31 is projected from the first opening 22 of an almost cylindrical handle 20, and the spreading part 32 is tightly held with a stopper surface 23 of the inner peripheral surface 21 of the handle 20 and the tapered pressure surface 41 of a spring stopper 40, which allows the axis center C of the spring 30 to be identical with the axis center C of the handle 20 with a high degree of accuracy so that the spring 30 could be positioned and fixed. The spreading part 32 is fixed and never unnecessarily rotates though the distal end 31b is bent around the base end 31a of the cylindrical part 31 when the rope is turned, which allows a resilience of the spring 30 by the flexion to effectively facilitate the turning of the rope.
