To solve the problems in conventional sleepers that a wooden sleeper is easily corroded and damaged, its physical property is reduced due to the absorption of water, and its durability is inferior, a concrete sleeper is heavy and is inferior to the wooden sleeper in vibrationproof property and soundproof property, and a metallic sleeper is also heavy and requires an insulation structure separately, hence because it is necessary to insulate electrically between right and left rails, thereby increasing cost, and a new problem in industrial waste disposal occurs because the used sleeper cannot be reused.

This sleeper is constituted by a multiporous body in which the inside of a material has continuous or incontinuous many small spaces, and the multiporous body is formed by any of an electric plating method, a casting method or a powder sintering method. Moreover, a surface of the sleeper is treated for insulation by any of painting, anodizing, chemical formation coating, physical vapor deposition method or chemical vapor deposition method to insulate between right and left rails.
