A sleeve holder 10 made of a synthetic resin comprises a fixing component 20 to be fixed to a steel bar 2 with a winding wire 51, a holding plate 30 to be wound with a binding band 61 together with a sleeve 1, and a connection member 40 that lies between the fixing component 20 and the holding plate 30. The fixing component 20 comprises a clipping part 21 and a steel bar receiving part 22. The clipping part 21, which extends along an axial direction of the steel bar 2 and has an arcuate cross-sectional shape, allows the steel bar 2 to be fitted in so as to clip the steel bar 2. The steel bar receiving part 22 has a cross-sectional shape divergently extending from both ends of the clipping part 21 in the circumferential direction. The clipping part 21 has a hole 23 into which a part of the wire 51 enters, so that the part of the wire 51 is in contact with the steel bar 2.
