There is provided a partition wall for dividing a furnace bed of a fluidized bed furnace into a first cell and a second cell. There is provided means for controlling an amount of supplying primary air in such a way that a superficial linear velocity in a column of the first cell positioned at a sludge feeding port side is set to such a speed as one more than a fluidization starting speed and less than a terminal speed where the fluidization medium does not disperse and its slow combustion is performed, a superficial linear velocity in a column of the second cell is more than a terminal speed. Further, at least one of an upper end or a lower end of the partition wall is provided with a flow passage for the fluidized medium and the fluidized medium is allowed to flow from the first cell into the second cell due to a difference in density of the fluidized medium between the cells.
