To obtain an aqueous slurry suitable for obtaining a cosmetic for external use, having adhesiveness, spreadability and durability only by mixing, by using an oily component and a specifically treated hydrophobic pigment, preferably an extender pigment.
A pigment or an extender pigment and/or a substrate is made hydrophobic in an aqueous environment by using a substance containing a lipophilic part such as water-insoluble metal salts of a fatty acid, an acylamino acid, a hydrogenated lecithin or an acylcollagen, then washed, slightly dried, mixed with an oily component and kneaded to give a slurry. The slurry comprises the oily component which is uniformly bonded to the surface of the pigment and the extender pigment and is not separated. The slurry is obtained as the whole or a part of a liquid medium in which hydrophobic particles and the oily component are suspended without requiring an organic solvent. Preferably, the slurry is composed of about 50 to about 450wt.% of water and about 1 to about 30wt.% of the oily component based on the weight of the particles of the pigment and the extender pigment.
