To provide a small money processing system, a method therefor, and a terminal machine which enable a user to accumulate small money obtained in off-line commercial transactions, in a card to use the small money for purchase of goods in member shops or to get the small money back by repayment in cash.

A small money processing system is constituted of: many cards for use as purses each of which comprises a means for indicating whether usage can be registered or not and a means for storing balance data and is given intrinsic recognition; many member shop terminal machines each of which is provided with a data read function for the cards and a data change function and recognizes a card for use as a purse to increase or reduce the balance data stored in the balance data storage means of the card within a range of the supply amount and sends the balance data to a service providing center; the service providing center which stores fundamental information to many cards for use as purses and supplies the supply amount to many member shop terminal machines and manages cumulative itemization for each card and payment itemization which are processed by many member shop terminal machines; and a communication network connecting many member shop terminal machines and a small money processing server device.
