A furnace body 11 is provided, in a mutually spaced manner, with a molten metal inlet 12 for receiving molten metal, a mat outlet (a second molten metal outlet) 14 for taking out a mat M forming the lower layer part of the molten metal, to the outside of the furnace body 11, and a slag outlet (a first molten metal outlet) 13 for allowing slag S forming the upper layer part of the molten metal, to overflow to take out the slag S to the outside of a system. A ceiling part 11a of the furnace body 11 is provided with a plurality of lancing ports 16 arranged in a lined-up state extending from the side provided with molten metal inlet 12 and mat outlet 14 toward the side provided with the slag outlet 13 of the furnace body 11. Portions, positioned on the ceiling part 11a, of electrodes 17 inserted through the ceiling part 11a are provided with an enclosure, and a working floor is provided near at least lancing ports 16 outside the enclosure. The ceiling part 11a is provided with a jacket 19 for cooling the ceiling part 11a.
