The equipment performing snow-melting of a road surface R in winter by utilizing earth thermal and cooling in a building B in summer, is composed of an underground heat exchanger 1 buried in the ground, a snow-melting pipe 2 laid just under the road surface R and connected to the underground heat exchanger 1 by a snow-melting circulation pipe 3, and an air handling unit (central air conditioner) 4 buried in the ground, connected to the underground heat exchanger 1 by a cooling circulation pipe 5, connected to an air supply pipe 6 for supplying the cooled cold air into the building B and connected to a suction pipe 7 for taking in the air inside and outside of the building B.
