A winter tire radio wave reception apparatus 70 receives a radio wave transmitted from a winter tire transmitter 80, and the vehicle navigation apparatus 100 detects the attachment/detachment of a winter tire based on the presence of the radio wave. The vehicle navigation apparatus 100 stores chain attachment information and winter tire attachment information at the detection, transmits the information from ETC on-vehicle equipment 20 as snow countermeasure information when the vehicle exits the toll road, and displays the snow measure information by receiving from the ETC on-vehicle equipment 20 when the vehicle enters the toll road.
