A cylindrical snow ice storage space P is demarcated on a base E by a framework structure 10, the outer peripheral surface of the storage space P is covered by a covering member 9 held on the framework structure 10, and an access portion is formed so as to be opened and closed. A cutting means 30 in one direction for cutting a snow ice S along a transverse surface R crossing the longitudinal direction L of the storage space P is held so as to be run in a direction crossing the cutting direction, and a snow ice cutting device 20 movably installed on the framework structure 10 so as to be moved in the longitudinal direction L. The snow ice S packed in the storage space P in specified sizes is carried from the access port. Desirably, the cutting means 30 cutting the snow ice S along the vertical cross section T of the storage space P in the longitudinal direction L is held and a second ice snow cutting device 25 installed on the framework structure 10 so as to be moved in a direction C crossing the longitudinal direction is installed to cut out the snow ice S in a prism shape.
