To provide a soapless acrylic polymer emulsion having an improved water resistance, adhesion, and adhesiveness rather than those of conventional acrylic polymer emulsions.

The soapless acrylic polymer emulsion comprises a water insoluble acrylic random copolymer having a hydrophilic group and a conventional emulsifier of not more than 2 wt.%, and the method comprises emulsifying an acrylic monomer or an acrylic monomer and a radically polymerizable monomer, that is polymerizable with an acrylic monomer, in water in the presence of a hydrophilic solvent using a water insoluble acrylic random copolymer having a hydrophilic group and then performing emulsion polymerization by adding a radical initiator.
