A backup material made of a foaming resin is packed into each space 4, and then an elastic filler 15 is packed into each space 4 to secure the mounting pipe 2 to the manhole 1. Therefore, even if a large external force is exerted on the manhole 1 and the mounting pipe 2 in an earthquake, etc., damage to the mounted part of the mounting pipe 2 can be reduced.
