The soft ground determination device determines whether or not the place where the soil survey is not conducted is the soft ground, based on a result of soil survey of a place where the soil survey has been conducted. The device has: a storing means for storing hysteresis information of a building place where a building is constructed; a receiving means for receiving input of a surveyed place where the soil survey has been conducted and the result of the soil survey; a determining means for selecting the building place inclusive of the surveyed place from the hysteresis information stored in the storing means, and determining whether or not the selected building place is the soft ground, based on the result of the soil survey; and a display means for displaying a result of the determination by the determining means.
