To provide a soil improving device and a soil improving machine capable of improving soil in the ground within a fixed scope efficiently.
This soil improving device 2 attached to a tip part of an arm of a working machine turnably and moving in the ground to improve soil is provided with a portal frame forming opening parts 18 having a substantially rectangular shape by connecting side frames 10, 11 arranged by separating them from each other in the direction of thickness with an upper frame 13 and a lower frame 14 and provided with a mounting hole for a tip of the arm of the working machine in the upper frame 13, side bits 10c, 11c provided by protruding from the side frames 10, 11 and the lower frame 14 in the direction of opening of at least either of the opening parts 18, and a plurality of stirring blades 17 rotating together with a base bit 14c and a rotary shaft 16 extended in the direction crossing the side frames 10, 11 orthogonally and respectively to stir the soil.
