This soil improving device is characterized by having a front discharge door, an upper openable-closable input port for inputting refining sediment, a semicylindrical vessel having an agitating blade for sending the refining sediment, an outrigger for lifting the sediment sending side of an agitating vessel, and a sediment heating mechanism installed in the agitating vessel; and can be constituted of a plurality of boss brackets of detachably clamping the agitating blade with a square shaft, arms radially projecting from the respective boss brackets, and screw blades fixed to the tip of the arms. The refining sediment is inputted from the input port to the semicylindrical agitating vessel having the front discharge door, the upper input port, and the agitating blade, and heated in a state of closing the input port while sending the sediment to one of the agitating vessel by rotating the agitating blade. Deflection of the sediment to one side can be prevented by lifting the agitating vessel on the sediment sending side.
