To provide a solar heat collector capable of collecting solar heat more efficiently and an outside air treatment system using it.
A case 2 is separated into an indoor side chamber 4 and an outdoor side chamber 5 by a solar heat collection panel 3, silica aerogel 6 is provided in the outdoor side chamber 5 as a transparent porous heat insulating material, an outdoor side of the solar heat collection panel 3 is covered by the silica aerogel 6 and the solar heat collection panel 3 receives sunlight through the silica aerogel. An outside air intake port 7 communicating with the indoor side chamber 4 in the case is provided at a lower end side of the case 2 and a treated air blow-out port 8 communicating with the indoor side chamber 4 in the case is provided at an upper end side of the case. Outside air is sent by a fan 9 through the intake port 7, the indoor side chamber 4 in the case and the blow-out port 8 to the indoor 10 side.
