In a hydraulic control valve 101, a throttle passage 131 is restricted by an elastic body 130 arranged between a valve chest 141 and a damper chamber 142. The elastic body 130 has an annular groove 132 in the face on the side of the damper chamber 142, resulting in a lip portion 143 formed on the outer periphery. The lip portion 143 is deflected and deformed to be closed inward when a pressure difference between the valve chest 141 and the damper chamber 142 is bigger, and it is opened outward and restored into an original shape when the pressure difference is smaller. Therefore, the cross section of the throttle passage 131 is enlarged or contracted.
