Ceramic fiber-made felt 41 manufactured by using zirconia ceramic fiber 42 is adopted as the felt body 4, and a lanthanum manganite layer 43 by baking lanthanum manganite powder is formed around the zirconia ceramic fiber 42, and the ceramic fiber-made felt 41 becomes an aggregate, and holds a shape of the porous felt body 4, and electric conductivity is obtained as a bulk body by the lanthanum manganite layer 43.
