To provide a solid-oxide fuel cell capable of smoothly shifting from a startup state to a power generating state.
The solid-oxide fuel cell (1) generating power by reaction of fuel with oxidant gas for power generation is provided with a fuel battery module (2), a reformer (20) reforming the fuel and to be heated by combusting the fuel left unused for power generation, a fuel-supplying means (38), a water supply means (28), an oxidant gas-supplying means (45) for power generation, and a control part (110) controlling the fuel-supplying means and the water supply means for starting power generation by generating SR where only vapor reforming reaction occurs inside the reformer at startup in which solid-oxide fuel cell of the fuel battery module are raised up to a temperature capable of power generation. The control part controls the fuel-supplying means so as power generation to be started, after a fuel supply volume during the SR operation is decreased before start of power generation.
