To obtain a solid cosmetic having good cosmetic properties peculiar to oil-in-water type, good in portability, containable compactly, requiring no airtightness, and usable in good conditions to the last minute.

The solid pasty cosmetic high in firm adherence to its container and excellent in shape retainability and portability while having properties inherent in oil-in-water type cosmetics is obtained by including (a) agar-agar, (b) polyethylene glycol, (c) an oil agent and (d) water.
