To provide a solid silicate composition which is effective by only a small amount of an organic silicate compound to be added to a powder coating.

The solid silicate composition comprises a solid material having a melting or softening point of 60-200°C and 5-25 mass% of an organic silicate compound. The solid silicate composition is obtained by adding 5-25 mass% of the organic silicate compound to the solid material and melt-kneading the mixture batch-wise. A coating film obtained by applying the powder coating containing the solid silicate composition has stain resistance.
