To provide a soluble peptide containing elastin derived from fish resource hardly having risk of pollution with BSE and livestock epidemic pathogen, and usable as a functional material of a cosmetic or a health food in high proportion; and to provide a method for producing the peptide.

The soluble peptide highly containing the elastin is obtained by using bulbus arteriosus of the fish as a raw material, removing blood, lipid, soluble protein and collagen therefrom, and subjecting the resultant product to solubilization treatment. The obtained peptide has activities for activating dermal fibroblast playing the important role for maintaining the elasticity and water retentivity of the skin, and is useful as an active ingredient of a cosmetic or a health food.
