In a sound absorption panel 1B, a second sound absorption space 4B is formed inside, which is disposed further on a top-stage object among sound-proof panels 1A which are arranged side by side over a plurality of stages in a vertical direction, and in which a second sound absorption material 3B is packaged ; a second outer frame body 5B is provided which freely forms a partition wall for partitioning a sound source from the vicinity of the sound source; and a sound permeable surface with which a number of sound insertion holes which enables sounds to be inputted/outputted between the second sound absorption space 4B and the outside, is formed over a sound-source-side front face part 7 and a back face part 8 of the second outer frame body 5B. The sound permeable surface is also provided over a ceiling part 20 of the second outer frame body 5B, gaps are provided between an inner surface of the second outer frame body 5B and upper and lower longitudinal surface at front and rear sides and an upper surface in the second sound absorption material 3B, and an upper side of the second sound absorption material 3B is covered with a gas-permeable and water-repellent member 21.
